In 1943, O.H. Leak and B. Allen Steele were the first African Americans appointed to the city police force. Leak, shown here in 1955 inspecting a car parked in the 200 block of East Commerce Street, was later promoted to a detective and retired as Captain of the Criminal Investigation Division in 1975.
